Anyone who writes moringa specifications for a living has spent the past ten months rewriting them. Four separate federal outbreak investigations, every one traced back to moringa leaf powder, have turned a purchasing decision that used to hinge on color and nutrition into a microbiology decision first.
The old questions still matter. Where the leaf came from, when it was picked, how it was dried, and how fine it was milled all show up in the finished product. But the spec sheet now has to answer a newer question before any of those: what kills Salmonella in this material, and who validated that it works.
Four investigations, one ingredient
Between October 2025 and July 2026, the FDA and CDC opened and closed four multistate Salmonella outbreak investigations linked to moringa leaf powder. Added together, the agencies’ own case counts come to 186 confirmed illnesses and 53 hospitalizations, with no deaths reported.
The largest was announced in January 2026 and declared over on July 22. It involved Salmonella Typhimurium, Newport and Richmond, and produced 131 illnesses across 38 states with 36 hospitalizations, with onset dates running from August 2025 through June 2026, according to FDA. Of the 84 ill people interviewed, 88 percent reported eating a product containing moringa leaf powder. The agency traced the ingredient to imports from India.
A second investigation, closed in July 2026, covered 34 illnesses and 11 hospitalizations tied to a single brand of moringa capsules. FDA traceback records showed the distributor sourced all of its moringa leaf powder from India, and inspections at both the ingredient supplier and the manufacturer ended with observations issued at each site, per FDA.
The most alarming of the four was the smallest. A February 2026 investigation into 10 illnesses across eight states involved Salmonella Newport and Kentucky strains that were resistant to every first-line and alternative antibiotic normally used to treat salmonellosis. An earlier investigation closed in December 2025 tied 11 illnesses to a single lot of imported leaf powder that turned up in three different branded finished products.
The regulatory consequence is already visible at the border. FDA has increased screening of imported moringa powder from India, and six Indian firms carrying moringa listings were added to Import Alert 99-19, the detention-without-physical-examination list for foods that appear adulterated with Salmonella, between May 18 and July 16, 2026. For buyers, that means shipments from an alerted supplier can be refused entry without inspection, and a lead time that looked like six weeks can become an indefinite hold.
Origin is a documentation question, not a marketing one
India supplies roughly 80 percent of the world’s moringa, according to trade guidance published by CBI, the Dutch government’s export development agency. Tamil Nadu, Andhra Pradesh and Karnataka together account for most of the country’s planted area. That concentration is why every one of the four outbreak investigations pointed back to the same origin, and it is also why walking away from India is harder than it sounds.
The alternatives exist. CBI lists the Philippines, Bangladesh, Pakistan, South Africa, Ghana, Mozambique, Kenya, Zambia, Brazil and Peru as producing origins. It also flags the trade-off honestly: suppliers in smaller-volume countries are typically aggregating from dispersed smallholders, which makes collection, standardization and certification expensive, and it is common for them to struggle when a buyer asks for large volumes at a consistent specification.
Origin also carries a regulatory tail. Ethylene oxide contamination in Indian moringa shipments has generated notifications in the EU’s Rapid Alert System for Food and Feed, and European buyers now routinely require an ethylene oxide and 2-chloroethanol screen on top of standard pesticide panels. CBI’s blunt summary of the European market is worth quoting to any supplier who treats organic certification as optional: many European buyers will not consider trading with a producer that does not have it.
Leaf age and drying: what the data actually shows
The trade shorthand is that shade drying is good and heat drying is bad. The published work is more useful than that, and more commercially interesting.
A 2024 trial at Indira Gandhi Krishi Vishwavidyalaya compared eight drying treatments on moringa leaf, running sun, shade, hot-air oven, microwave and tray drying at controlled temperatures. Shade drying produced the highest ascorbic acid content, at 155.80 mg per 100 g. But tray drying at 50 degrees Celsius produced the highest protein, vitamin A and chlorophyll values, including 630.24 mg of chlorophyll per 100 g, and tray drying at 60 degrees produced the lowest moisture along with the highest iron and zinc, according to the published results.
No single method won on every attribute. What that means for a buyer is that “shade dried” on a sell sheet is not a specification. A time and temperature profile is. If the color of the finished powder matters to your product, controlled low-temperature mechanical drying is likely to serve you better than open-air drying, and it has the additional advantage of being a documented process rather than a weather-dependent one.
The kill step nobody puts on the label
Drying reduces water activity. It does not reliably kill Salmonella, which survives well in low-moisture botanicals and can persist through an entire shelf life. That gap is exactly what the past year’s investigations exposed.
Two treatments do the work at commercial scale. Ethylene oxide is effective and widely used in the United States, but it has been banned for food use in the European Union since 1991, which makes it a non-starter for any powder destined for both markets. Short-exposure saturated steam is the workhorse alternative, though heat costs some color and heat-sensitive vitamins. Irradiation also achieves reduction but is not permitted in EU organic production. Comparative work on pathogen inactivation in spices and herbs published in the Journal of Food Science found that each method carries a different sensory penalty depending on the material, with irradiation stripping volatiles from onion powder and steam shifting the terpene profile of black pepper.
The practical ask is narrow. Do not accept a line item that says “steam treated.” Ask for the validation study, the target organism, the achieved log reduction and the parameters of the actual run, and ask whether the treatment happens before or after milling. Recontamination after the kill step is a real failure mode, and it is invisible on a certificate of analysis drawn from the wrong point in the process.
Mesh, moisture and what the grade actually buys
European buyer guidance puts typical moringa leaf powder particle size at 50 to 100 microns with moisture in the 8 to 10 percent range. A stakeholder-based specification study published in 2025 proposed a fineness standard of at least 80 percent passing 100 mesh, with moisture at or below 10 percent and buyers commonly pushing for 8 percent, according to that work.
Application drives the choice. Beverage and stick-pack formats need finer grinds for dispersibility and mouthfeel. Capsules and tablets tolerate coarser material, and a coarser grind is cheaper because finer milling costs energy and yield. Nail the grade before formulation, not after, because a reformulation triggered by a gritty mouthfeel costs more than the milling premium ever would.
The documentation package to demand
A defensible moringa purchase in the current environment comes with six things: a lot-specific certificate of analysis showing Salmonella absent in 25 g and E. coli absent; heavy metals tested against the EU maximum levels European buyers write into moringa contracts, which CBI gives as 3.0 mg/kg lead, 1.0 mg/kg cadmium and 0.1 mg/kg mercury; a pesticide panel including ethylene oxide and 2-chloroethanol for EU-bound material; drying and sterilization records with actual time and temperature data; an organic certificate that names the handler who actually processed the lot; and traceability back to a named processing site, not a trading company.
Price sets the context for all of it. CBI puts wholesale FOB moringa leaf powder at roughly 3.50 to 6.00 US dollars per kilogram conventional and 8.00 to 30.00 dollars organic, a spread wide enough that the cheap end is almost always cheap for a reason. Every product recalled in the past ten months met a price. The question a buyer has to answer now is whether it met a specification, and whether anyone checked.
